Additionally, the bill allows for collaboration with the Department of Environment, post-secondary educational institutions, and local governments to address water management issues and create potential employment or educational opportunities for students. The department is required to submit annual reports to the legislative education study committee and a final report by June 30, 2031. An appropriation of $1,250,000 is allocated from the general fund for the project's administration from fiscal years 2026 through 2031, with any unspent funds reverting to the general fund at the end of the project.
