The bill mandates the Health Care Authority to create annual outreach plans for the Federal Supplemental Nutrition Assistance Program (SNAP) to enhance access to its benefits. Each year, the authority is required to submit these plans to the Food and Nutrition Service of the U.S. Department of Agriculture by a specified deadline. Upon approval, the authority will seek to maximize federal funding by requesting all available matching funds and may also pursue additional financial support through gifts, grants, and donations.

Furthermore, the authority is permitted to collaborate with counties, municipalities, tribal governments, or nonprofit organizations to develop and implement these outreach plans. It can also require partner entities to seek external funding for the program. However, the authority is exempt from implementing the outreach plan if it does not secure sufficient funding to cover the associated costs.
