AN ACT

MAKING GENERAL APPROPRIATIONS AND AUTHORIZING EXPENDITURES; PROVIDING AN EXCEPTION TO LEGISLATIVE CONFIDENTIALITY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     SECTION 1. LEGISLATIVE FISCAL YEAR 2024 APPROPRIATION.--One hundred fifty thousand dollars ($150,000) is appropriated from the general fund to the legislative council service for expenditure in fiscal years 2024 and 2025 for a real-time closed captioning service. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 2. JUDICIAL FISCAL YEAR 2024 APPROPRIATIONS.--One hundred thirty thousand dollars ($130,000) is appropriated from the general fund to the administrative office of the courts for expenditure in fiscal years 2024 and 2025 to expand New Mexico's statewide volunteer attorney pool to provide legal assistance to low- and moderate-income persons who are not qualified or are conflicted out of the legal aid volunteer attorney pool. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 3. GENERAL CONTROL FISCAL YEAR 2024 APPROPRIATIONS.--Three hundred fifty thousand dollars ($350,000) is appropriated from the general fund to the department of finance and administration for expenditure in fiscal years 2024 and 2025 to work with the general services department to improve the state government capital outlay planning process. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 4. COMMERCE AND INDUSTRY FISCAL YEAR 2024 APPROPRIATIONS.--One hundred thousand dollars ($100,000) is appropriated from the general fund to the regulation and licensing department for expenditure in fiscal years 2024 and 2025 for the financial institutions division of that department to evaluate licensing, examination and enforcement rules and practices and make recommendations to improve and implement consumer protections and effective oversight of nondepository financial institutions and licensees under the New Mexico Small Loan Act of 1955, including expanded audit procedures and antievasion compliance strategies. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 5. AGRICULTURE, ENERGY AND NATURAL RESOURCES FISCAL YEAR 2024 APPROPRIATIONS.--One hundred thousand dollars ($100,000) is appropriated from the general fund to the energy, minerals and natural resources department for expenditure in fiscal years 2024 and 2025 for reforestation projects. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 6. HEALTH, HOSPITALS AND HUMAN SERVICES FISCAL YEAR 2024 APPROPRIATIONS.--Two hundred thousand dollars ($200,000) is appropriated from the general fund to the department of health for expenditure in fiscal years 2024 and 2025 to expand technical assistance programs supporting graduate medical education development and support. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 7. PUBLIC SAFETY FISCAL YEAR 2024 APPROPRIATIONS.--One hundred eighty thousand dollars ($180,000) is appropriated from the general fund to the department of public safety for expenditure in fiscal years 2024 and 2025 for the New Mexico law enforcement academy to employ or contract with more qualified training instructors. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 8. TRANSPORTATION FISCAL YEAR 2024 APPROPRIATIONS.--Three million dollars ($3,000,000) is appropriated from the general fund to the department of transportation for expenditure in fiscal years 2024 and 2025 for highway beautification. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 9. PUBLIC EDUCATION FISCAL YEAR 2024 APPROPRIATIONS.--The following amounts are appropriated from the general fund to the public education department for expenditure in fiscal years 2024 and 2025 for the purposes specified and, unless otherwise indicated, any unexpended or unencumbered balance of an appropriation in this section at the end of fiscal year 2025 shall revert to the general fund:

          A. two hundred thirty thousand dollars ($230,000) for the statewide media literacy program; and

          B. sixty thousand dollars ($60,000) for a statewide media literacy training program for educators.

     SECTION 10. HIGHER EDUCATION FISCAL YEAR 2024 APPROPRIATIONS.--Five hundred thousand dollars ($500,000) is appropriated from the general fund to the higher education department for expenditure in fiscal years 2024 and 2025 to increase New Mexico's professional workforce by expanding financial aid opportunities. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 11. LEGISLATIVE FISCAL YEAR 2025 APPROPRIATIONS.--Sixty thousand dollars ($60,000) is appropriated from the general fund to the legislative council service for expenditure in fiscal year 2025 to purchase furniture, equipment and supplies for reconfigured staff offices. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 12. JUDICIAL FISCAL YEAR 2025 APPROPRIATIONS.--One hundred thousand dollars ($100,000) is appropriated from the general fund to the administrative office of the courts for expenditure in fiscal year 2025 for statewide off-site jury hearings. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 13. GENERAL CONTROL FISCAL YEAR 2025 APPROPRIATIONS.--One hundred fifty thousand dollars ($150,000) is appropriated from the general fund to the department of finance and administration for expenditure in fiscal year 2025 for civil legal services. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 14. COMMERCE AND INDUSTRY FISCAL YEAR 2025 APPROPRIATIONS.--One hundred thousand dollars ($100,000) is appropriated from the general fund to the economic development department for expenditure in fiscal year 2025 for the New Mexico outdoor recreation division of that department to plan the Rio Grande trail in coordination with the Rio Grande trail commission. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 15. AGRICULTURE, ENERGY AND NATURAL RESOURCES FISCAL YEAR 2025 APPROPRIATIONS.--Three hundred fifty thousand dollars ($350,000) is appropriated from the general fund to the New Mexico livestock board for expenditure in fiscal year 2025 for the equine shelter rescue fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 16. HEALTH, HOSPITALS AND HUMAN SERVICES FISCAL YEAR 2025 APPROPRIATIONS.--One hundred thousand dollars ($100,000) is appropriated from the general fund to the department of health for expenditure in fiscal year 2025 for the public health division of that department to contract to provide youth and teen mental health education and awareness, suicide prevention classes and professional development training for adults working with youth and teens, including rural and frontier areas that lack access to mental health education and training programs. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 17. PUBLIC EDUCATION FISCAL YEAR 2025 APPROPRIATIONS.--Two hundred fifty thousand dollars ($250,000) is appropriated from the general fund to the public education department for expenditure in fiscal year 2025 for career technical education programs around the state. Any unexpended or unencumbered balance remaining at the end of fiscal year 2025 shall revert to the general fund.

     SECTION 18. HIGHER EDUCATION FISCAL YEAR 2025 APPROPRIATIONS.--The appropriations in this section are from the general fund for the following agencies for expenditure in fiscal year 2025 for the purposes specified and, unless otherwise indicated, any unexpended or unencumbered balance of an appropriation in this section at the end of fiscal year 2025 shall revert to the general fund:

          A. to the board of regents of the university of

New Mexico, one hundred fifty thousand dollars ($150,000) for instruction and general purposes for career services and workforce development programs, including construction technology, digital media, culinary arts and health services, at the Taos branch of the university of New Mexico; and

          B. to the board of regents of the New Mexico institute of mining and technology, one hundred fifty thousand dollars ($150,000) for the bureau of geology and mineral resources to implement the Water Data Act.

     SECTION 19. TEMPORARY PROVISION.--The legislative council service shall publish on the legislative website a searchable list of the appropriations contained in this act as it passed the legislature, the name of each legislator who allocated a portion of the appropriation and the amount of the verified allocation. The list shall be published no earlier than the day after the governor signs this act and no later than thirty days after adjournment of the second session of the fifty-sixth legislature.
