A MEMORIAL

URGING THE NEW MEXICO CONGRESSIONAL DELEGATION TO REQUEST THAT THE BIDEN ADMINISTRATION CALL FOR AND FACILITATE NEGOTIATIONS FOR AN IMMEDIATE DE-ESCALATION AND CEASEFIRE IN ISRAEL AND OCCUPIED PALESTINE.

     WHEREAS, all human life is precious, and targeting civilians, no matter their faith or ethnicity, is a violation of international humanitarian law; and

     WHEREAS, since October 7, 2023, armed violence has claimed the lives of more than twenty-two thousand Palestinians and one thousand two hundred Israelis and wounded thousands more; and

     WHEREAS, hundreds of thousands of lives are at imminent risk if a ceasefire is not achieved and if humanitarian aid is not delivered immediately; and

     WHEREAS, the federal government holds immense diplomatic power to save Israeli and Palestinian lives;

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that the New Mexico congressional delegation be requested to ask President Biden and the Biden administration to:

          A. call urgently for and facilitate negotiations for a de-escalation and ceasefire to immediately end the current violence;

          B. immediately send and facilitate the delivery of adequate humanitarian assistance, including food, water, fuel, medical supplies, shelter and medical personnel, into Gaza so as to effectively and quickly alleviate the massive suffering there;

          C. pause all military aid to Israel and call upon all allies of combatants to halt the shipment of weapons into the war zone; and

          D. secure the release of civilians being held hostage and political prisoners being detained and allow foreign nationals freedom of movement; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the New Mexico congressional delegation, the president of the United States and the United States secretary of state.
