This bill mandates that all four-year institutions of higher education in New Jersey provide annual training on affirmative consent and federal Title IX requirements to incoming first-year and transfer students enrolled in undergraduate programs. The training must cover the definition of affirmative consent, the responsibilities of individuals in sexual activities, and the institution's policies on preventing and reporting incidents of sexual assault, domestic violence, dating violence, and stalking. Additionally, it must include the reporting and investigatory procedures outlined under Title IX.

The bill allows institutions to deliver this training in an interactive, online format for students enrolled exclusively in online programs. Furthermore, it requires institutions to regularly assess and update the training to ensure its effectiveness and relevance. The act is set to take effect immediately and will first apply to the academic year following its enactment.
