This bill amends the responsibilities of the Newborn Screening Advisory Review Committee by expanding its role to include advising the Commissioner of Health on new developments and areas of interest related to newborn screening, genetics, and the early identification of heritable disorders. The committee's membership will also be broadened to include consultants with expertise in the diagnosis and treatment of disorders included in the Newborn Screening Program and in genetic counseling. The bill establishes a timeline for the committee to review disorders added to the Recommended Uniform Screening Panel (RUSP) and outlines specific criteria that must be met for such reviews to occur.

Beginning January 1, 2027, the committee is required to review all disorders added to the RUSP within one year of their addition, provided that a newborn screening assay and an FDA-approved therapeutic intervention are available. The bill specifies that if certain disorders are not included in the RUSP but meet the established criteria, they must be reviewed within two years of the bill's effective date. Additionally, the committee must submit a report to the Governor and the Legislature by January 1, 2028, detailing the disorders reviewed, recommendations made, and the status of implementation of screening policies.
