The bill mandates that the Division of Children's System of Care (DCSOC) within the Department of Children and Families allows families or guardians of individuals up to the age of 21 with developmental disabilities to set aside any unused after school care service hours for use during holiday and weekend hours. This provision applies to services provided by agencies contracted with the DCSOC for family support services. The bill defines "agency after school care" as social and recreational experiences offered by these community-based agencies during after school hours outside the individual's home.

To support the implementation of this bill, $3 million is appropriated from the General Fund to the Department of Children and Families. The bill also requires the department to establish necessary rules and regulations in accordance with the "Administrative Procedure Act" to ensure the effective execution of its provisions. The act is set to take effect immediately upon passage.
