The bill establishes the Jersey Protein Pro pilot program within the Department of Labor and Workforce Development, aimed at creating a statewide workforce pipeline for the meat processing industry. This initiative seeks to address ongoing workforce shortages that hinder facility operations and compel farmers to ship livestock out of state. The program will be designed by the Commissioner of Labor and Workforce Development in collaboration with the Commissioner of Agriculture, the Secretary of Higher Education, county colleges, and county vocational school districts. It will focus on providing short-course training in areas such as meat cutting, food safety, sanitation, and plant maintenance at participating institutions.

The pilot program will be funded with an appropriation of $3 million from the General Fund and will operate through grants awarded to qualified institutions, which may include county colleges and vocational school districts. These institutions are required to use the funds for developing training courses, purchasing instructional equipment, and providing hands-on training. Additionally, grant funds can be allocated for tuition assistance to participants who commit to remaining employed in New Jersey for at least two years post-completion of the program. Participating institutions must report biannually on their use of grant funds, while the Commissioner of Labor and Workforce Development is tasked with providing annual progress reports to the Governor and Legislature, including recommendations on the program's future.
