The New Jersey Youth Water Safety and Drowning Prevention Act aims to address the high risk of drowning among young children in the state by establishing a Swimming Lesson Voucher Program. This program, administered by the Commissioner of Health in collaboration with the Commissioner of Education and the New Jersey YMCA State Alliance, will provide eligible children, defined as those aged 12 months to seven years, with vouchers for up to 10 group swim lessons at certified participating providers. Priority will be given to families with incomes at or below 300 percent of the federal poverty level, while all eligible families can apply if funds are limited.

Additionally, the Department of Health will develop standardized educational materials on drowning risks, the importance of swim lessons, safe bathing practices, CPR, and how to access the voucher program. These materials will be distributed to hospitals and birthing centers to ensure that new parents receive this critical information. The bill also includes an appropriation from the General Fund to support its implementation and encourages the Department of Health to seek federal funds and private donations to further its goals.
