The program will define domestic violence in accordance with existing law, while also expanding the definition to include actions intended to intimidate or control a victim through property damage. The DCA will administer the program statewide, ensuring coordination with existing related programs, and will create an online platform for victims to apply for housing vouchers.

Additionally, the bill mandates that housing vouchers reflect fair market rates and can be utilized for security deposits and moving costs, with consideration given to family size during the issuance process. The Commissioner of Community Affairs is required to submit an annual report to the Legislature detailing program usage and expenditures. A Domestic Violence Housing Voucher Fund will be established to support the program, and the bill appropriates $5 million from the General Fund for its implementation. The bill also clarifies that it does not affect individuals' rights under the New Jersey Safe Housing Act.
