This bill mandates inspections for pest infestations prior to the demolition of certain buildings to prevent the spread of pests to adjacent properties. It defines key terms such as "closely-situated building," "demolition," "infestation," and "severe pest presence." Before a demolition can proceed, a certification must be obtained from either a local health officer, an employee of a local health agency, or a certified commercial pesticide applicator. This certification must confirm whether the building to be demolished poses a risk of pest infestation to nearby buildings. Inspections must occur no earlier than 60 days before the issuance of a construction permit, and if severe pest presence is detected, necessary extermination measures must be taken before certification is granted.

The bill also outlines that no certification is required if there are no closely-situated buildings within 10 feet of the demolition site or if the construction official deems the building structurally unsafe and in immediate danger of collapse. The costs associated with inspections, certifications, and any required pest mitigation measures fall on the construction permit applicant. Additionally, the bill requires the Commissioner of Environmental Protection, in consultation with other relevant authorities, to establish rules and regulations for the implementation of these requirements within six months of enactment.
