The bill establishes a comprehensive framework to enhance workforce development in long-term healthcare in New Jersey. It creates a Direct Health Care Worker Training Grant Program, which offers up to $5,000 per worker for certification or continuing education in the fields of certified nursing assistants, certified home health aides, or personal care assistants. Additionally, it introduces a tax credit for qualified direct care workers, allowing single filers to receive up to $1,200 and joint filers up to $2,000 against the New Jersey Gross Income Tax, subject to income limits. The bill also mandates the development of a standardized elder care certificate program through the New Jersey Community College Consortium, ensuring that training aligns with the needs of local healthcare facilities.

Furthermore, the bill establishes a Long-Term Care Advisory Council within the Department of Labor and Workforce Development, tasked with advising on long-term care, home health care, and elder care training and recruitment. The council will consist of 16 members, including public representatives with relevant expertise, and will conduct studies and make recommendations to improve the quality and access to long-term care services. The council is required to report its findings and recommendations to the Governor and the Legislature biennially, starting two years after the bill's enactment.
