This bill amends the New Jersey Supplemental Nutrition Assistance Program (SNAP) to streamline the application process and extend the certification period for certain populations, specifically those who are elderly or disabled. The Commissioner of Human Services is tasked with reviewing and enhancing the SNAP application process to maximize enrollment and accessibility, particularly for households where all adult members are elderly or disabled. Additionally, a State agency providing social services to individuals aged 60 and older is required to screen clients for SNAP eligibility and assist them with enrollment. The certification period for these households is set to a minimum of 36 months, with annual contact required with a State SNAP administering agency.
Furthermore, the bill allows the Commissioner of Human Services to establish public-private partnerships to facilitate low-cost or free delivery of SNAP-eligible foods to housebound seniors aged 60 and older. The delivery fees for these services are capped at three percent or $30 of the participant's monthly SNAP benefits, whichever is less. The bill aims to improve access to food assistance for vulnerable populations while ensuring that the necessary waivers and approvals from the federal Food and Nutrition Service are obtained for implementation.
