This bill enhances health insurance coverage for infertility treatments by mandating that health benefits for assisted reproductive technology (ART) include provisions to prevent the transmission of severe genetic disorders. It amends existing laws to ensure that contracts for groups of more than 50 persons cover medically necessary expenses related to infertility diagnosis and treatment. The definition of "infertility" is expanded to include situations where individuals are carriers of serious genetic disorders and require ART to prevent passing these conditions to their offspring. The bill also specifies that infertility services must be available regardless of an individual's relationship status or sexual orientation, and that coverage must adhere to guidelines established by the American Society for Reproductive Medicine.
Additionally, the bill allows religious employers to request exclusions from coverage for certain infertility treatments that conflict with their beliefs, provided they give written notice to prospective subscribers. It ensures that coverage cannot be restricted based on age and that partners of individuals who have successfully reversed voluntary sterilization are eligible for infertility services. The act will take effect 180 days after enactment and will apply to health benefit plans issued, purchased, or renewed thereafter, aiming to enhance access to infertility treatment while respecting the beliefs of religious organizations.
