The Processing Establishment Fast Track Act aims to create an expedited permitting review program within the New Jersey Department of Agriculture for qualifying meat and poultry processing establishments. This program will facilitate a coordinated, interagency review process involving the Department of Environmental Protection and other relevant state and local agencies. Key provisions include a requirement for agencies to conduct completeness checks and preliminary reviews of permit applications within 15 days, and to make final decisions on applications within 60 days. The act also recognizes engineered composting of slaughter byproducts as an approved nutrient management method for compliant facilities.
Additionally, the act establishes a one-year pre-permitting technical assistance pilot program, administered by Warren County Community College and Rutgers Cooperative Extension, to provide support for site readiness assessments and application reviews. The pilot program will not have the authority to approve or deny permits but will report any permitting delays or failures to the Governor and Legislature. A comprehensive report assessing the pilot program's success will be required within six months of its completion, and the department may convert the pilot into a permanent program with legislative consent. The Secretary of Agriculture is tasked with adopting necessary rules and regulations to implement the act.
