If these properties cannot be acquired through purchase, lease, or gift, the department is empowered to use eminent domain to secure them, ensuring that all necessary environmental and title reviews are conducted prior to acquisition.

Once acquired, the properties must be modified and renovated into safe and high-quality residential units for transitional and emergency housing, as well as community spaces for supportive services. Additionally, the Commissioner of Community Affairs is required to report on the status of property acquisitions and associated costs within 180 days of the bill's enactment, while the Attorney General must review any leasehold or contractual interests before any eminent domain actions are initiated.
