This bill mandates that a pest inspection be conducted prior to the demolition of certain buildings to prevent pest infestations from affecting adjacent properties. If a severe pest presence is found, the responsible party must mitigate the issue before certification can be issued. The inspection must occur no earlier than two months before the demolition permit is issued, and the certification must be filed with the construction official prior to permit issuance.
Additionally, the bill stipulates that if no closely-situated building exists, certification is not required before demolition. It also allows the construction official to waive the certification requirement if there is an immediate danger due to structural instability. The costs associated with pest inspections and extermination will be the responsibility of the construction permit applicant. The bill's provisions will take effect six months after its enactment, with the Commissioner of Environmental Protection tasked with developing necessary regulations for implementation.
