Additionally, the bill mandates that the Commissioner of Human Services seek any necessary state plan amendments or waivers to implement these changes and to ensure federal financial participation in state Medicaid expenditures. The act is set to take effect on the first day of the seventh month following its enactment, although the Commissioner may take preliminary administrative actions to facilitate its implementation.
