For airports with fewer than 1,000,000 but more than 10,000 enplanements, lactation rooms must be provided upon the completion of new terminal construction or significant renovations, and these rooms must include a chair, a sink, and an electrical outlet.

The bill defines "renovation of an existing passenger terminal" as repurposing more than 25 percent of the terminal's space. The act will take effect only if New York State enacts similar legislation, ensuring that any unrelated provisions in New York's legislation do not affect its identical nature.
