This bill mandates that carriers and pharmacy benefits managers provide coverage for clinician-administered drugs without imposing additional financial penalties or restrictions on where these drugs can be administered. It defines a clinician-administered drug as a prescription drug or biologic that cannot be self-administered and is typically administered by a qualified healthcare provider in a clinical setting. The bill prohibits carriers from refusing to authorize or pay for these drugs, imposing limitations on coverage, or interfering with a patient's choice of provider or pharmacy.

Additionally, the bill allows carriers and pharmacy benefits managers to offer, but not require, the use of home infusion pharmacies or external infusion sites for administering these drugs. The Commissioner of Banking and Insurance is authorized to create rules and regulations to implement the bill's provisions. The act will take effect seven months after enactment and will apply to contracts or policies issued or renewed thereafter.
