This bill introduces additional penalties for holders of examination permits, special learners permits, or probationary drivers licenses who violate passenger restrictions. Currently, a holder under the age of 21 is prohibited from transporting more than one passenger, excluding parents, guardians, or dependents, and faces a $100 fine for violations. The bill stipulates that for the first and second violations of these passenger restrictions, the holder will incur a $100 fine and must complete a minimum six-hour defensive driving course approved by the Chief Administrator of the New Jersey Motor Vehicle Commission.

Furthermore, upon a third violation, the Chief Administrator has the discretion to revoke the holder's special learners or examination permit, preventing them from obtaining a probationary driver's license until they turn 21. If the holder has a probationary driver's license, it may be suspended until they reach 21. If the Chief Administrator opts not to revoke or suspend the permit or license, a $500 fine will be imposed instead. The bill also grants the holder the right to appeal any decision made by the Chief Administrator regarding the revocation or suspension of their permit or license.
