This bill amends N.J.S.11A:6-24 to explicitly prohibit remote work for employees of the State and political subdivisions operating under the Civil Service Act. The new language states that remote work shall not be permitted for State employees in the career, senior executive, and unclassified services. Additionally, the bill introduces a new section that reinforces this prohibition for all civil service employees within the State and any political subdivisions that have adopted the Civil Service provisions.

The bill also requires the Civil Service Commission to adopt rules for the implementation of work hours, overtime compensation, and holiday pay programs, but it explicitly prohibits the establishment of any rules that would allow remote work for State employees. This legislative change comes in response to the previous Model Telework Pilot Program, which allowed limited remote work options for State employees, and aims to eliminate such flexibility moving forward. The act is set to take effect immediately upon passage.
