This bill establishes the requirement for the Superior Court, Chancery Division, Family Part in each vicinage to provide a youth mental health care professional, defined as a licensed social worker, psychologist, or psychiatrist with relevant experience in youth mental health. The youth mental health care professional will serve as a State employee in the unclassified service and will support the court in cases involving individuals under 21 years of age. Their responsibilities include identifying youth with mental health needs, recognizing when specific interventions are necessary, providing referrals for evidence-based mental health services, and connecting youth and caregivers to appropriate supports.
Additionally, the bill amends existing laws regarding the disclosure of juvenile records to allow youth mental health care professionals access to relevant information, including juvenile delinquency records that are typically confidential. This change aims to enhance the court's ability to address the mental health needs of youth involved in legal proceedings. The bill also includes provisions for the professional's immunity from civil or criminal liability when acting in good faith within the scope of their duties.
