This bill establishes new statutory requirements for the application process for cottage food operators in New Jersey. It mandates that the Department of Health must approve or disapprove applications for Cottage Food Operator Permits within 21 business days and send license renewal notices 60 days before expiration, without adding any new prohibitions or requirements not specified in existing law. The Department is also required to create a simplified application process, provide materials in the five most commonly spoken languages, and develop standardized reference materials for safety protocols related to cottage food products. Additionally, the Department will conduct annual educational workshops for local health departments to ensure consistent application of laws.

Furthermore, the bill stipulates that cottage food operators cannot earn more than $100,000 annually from the sale of their products, and it exempts all recipes for cottage food products from disclosure under the Open Public Records Act. The definition of cottage food products includes a wide range of non-TCS foods such as baked goods, candies, jams, and various other items. The act will take effect 30 days after its enactment.
