The bill establishes a "Census Complete Count Trust Fund" within the Department of State, aimed at funding initiatives to ensure a complete count of the state's population during each federal decennial census. The state will allocate $1 million annually from the State General Fund into this trust fund. The funds will be invested in permitted investments or held in interest-bearing accounts, with all generated interest or income credited back to the fund.

The resources from the trust fund will be utilized by the Department of State to support state, local, and community efforts focused on achieving a full population count. Additionally, the Legislature will have the authority to define which complete count activities are eligible for funding in the lead-up to the census day. The act is set to take effect immediately upon passage.
