This bill establishes a voluntary pilot program for a duration of 24 months, allowing licensed inpatient psychiatric facilities to temporarily convert adult acute psychiatric beds into adult closed acute psychiatric beds for the involuntary commitment of patients. The program is designed to provide flexibility in meeting patient care needs without constituting a change in the facility's licensed bed capacity or requiring approval from the Department of Health. Facilities are not mandated to participate, and the program does not apply to short-term care facilities. The bill also stipulates that the Department of Health cannot impose any fees for this temporary utilization and that facilities must maintain compliance with all applicable safety and operational regulations.

Participating facilities are required to submit quarterly reports to the Department of Health, detailing the types of patients served, the duration of bed utilization, and the number of conversions from adult acute to adult closed acute psychiatric beds. These reports must be made publicly available within 60 days of submission. At the end of the pilot program, the Department of Health will conduct a survey to gather feedback from participating facilities and will report the findings to the Governor and the Legislature, including recommendations on whether to extend, modify, or make the program permanent.
