This bill mandates that age-restricted developments, which are planned real estate communities compliant with federal housing laws for older persons, must have automated external defibrillators (AEDs) available in specific locations. Specifically, at least one AED must be accessible in an unlocked location within both an indoor recreation area and an outdoor recreation area, with appropriate signage. Additionally, the bill requires that at least one staff member or a designated individual from the development be trained in cardiopulmonary resuscitation (CPR) and the use of the AED. Each defibrillator must also be tested and maintained according to the manufacturer's guidelines, and the location and type of the AED must be communicated to local emergency medical services.
Furthermore, the bill provides immunity from civil liability for age-restricted developments and their staff regarding the acquisition and use of AEDs. Non-compliance with the bill's provisions will result in civil penalties, starting at $250 for the first violation, escalating to $1,000 for subsequent violations. These penalties will be collected through a summary proceeding and directed to the municipality's treasury for general use. The bill is set to take effect three months after its enactment.
