This bill establishes a voluntary pilot program for a duration of 24 months, allowing licensed inpatient psychiatric facilities to temporarily convert adult acute psychiatric beds into adult closed acute psychiatric beds for the involuntary commitment of patients. The program is designed to provide flexibility in meeting patient care needs without constituting a change in the facility's licensed bed capacity or requiring approval from the Department of Health. Facilities are not mandated to participate, and the program does not apply to short-term care facilities. Additionally, the Department of Health will not impose any fees for this temporary utilization.
Participating facilities are required to maintain appropriate staffing levels and safety protocols while utilizing this flexibility. They must submit quarterly reports to the Department of Health detailing the patient types, duration of bed utilization, and instances of conversion. These reports will be made publicly available within 60 days of submission. At the end of the pilot program, the Department of Health will conduct a survey to gather feedback from participating facilities and will report to the Governor and Legislature with recommendations on whether to extend, modify, or make the program permanent.
