This bill establishes an all-payer claims database under the oversight of the New Jersey Department of Health (DOH). The database will collect, assess, and report various types of health-related claims, including medical, prescription drug, dental, and vision claims, as well as information about health care providers and non-claims payments. The DOH is tasked with ensuring the secure collection and storage of data, conducting audits for accuracy, and publishing relevant data on a public dashboard. Reporting entities, which include carriers and licensed health care providers, are required to submit data in a prescribed format, while self-insured health benefits plans may voluntarily report data as permitted by federal law.

Additionally, the bill allows the DOH to utilize the database to provide covered persons with information regarding the cost and quality of health care services, facilitating informed health care decisions. A unique longitudinal identifier will be included in the data to track health care usage over time. The Commissioner of Health is authorized to impose civil penalties of up to $1,000 per day on reporting entities that fail to comply with reporting requirements. The bill also mandates the promulgation of rules and regulations to implement its provisions, with an effective date set for the first day of the thirteenth month following enactment.
