This bill amends the New Jersey Wiretapping and Electronic Surveillance Control Act to mandate expedited compliance from communications providers when served with search warrants related to investigations of domestic violence and stalking. It defines "communications provider" to include various entities such as Internet service providers, cellular telephone service providers, and social media platforms. The bill stipulates that when a search warrant is sought for documents or records pertaining to these investigations, the applicant must indicate that the warrant is subject to the bill's provisions, which require the inclusion of the phrase "Immediate Response Required" in both the title and body of the warrant.

Under the new requirements, social media platforms must respond to such warrants within 72 hours of proper service, while all other communications providers are given five business days to comply. The bill aims to enhance the efficiency of law enforcement in addressing domestic violence and stalking cases by ensuring timely access to critical information. This legislation is inspired by Oregon's House Bill 4045, known as Kristils Law, which was enacted to improve response times in similar situations.
