This bill establishes an alternative pathway for victims of domestic violence to obtain identification cards and licenses from the New Jersey Motor Vehicle Commission (MVC) when they lack the requisite documentation due to their circumstances. Victims can submit various forms of documentation, such as medical records, court documents, police reports, or certifications from social workers or domestic violence service providers, in lieu of standard identification requirements. The MVC is tasked with authenticating this documentation and may issue temporary identification while the verification process is underway, valid for up to 12 months. Additionally, the bill ensures that the submitted documentation is not classified as a government record and outlines specific conditions under which it may be disclosed.

To support the implementation of this bill, the Chief Administrator of the MVC is required to provide training for employees on trauma-informed interactions with victims of domestic violence. The MVC must also submit an annual report to the Governor and Legislature detailing the number of licenses and identification cards issued under this new provision, ensuring that no personally identifiable information is included. Furthermore, the Legislature is mandated to review the bill's effectiveness five years after its enactment in assisting victims in obtaining the necessary identification.
