This bill amends existing legislation regarding residential landlord registration in New Jersey. It requires landlords to file a certificate of registration that now must include proof of property insurance and the contact information of a local property insurance agent. Additionally, landlords are mandated to complete training on standards of habitability, lead and mold hazards, and tenant rights, certifying this completion to the appropriate municipal official or the Bureau of Housing Inspection.

Furthermore, the bill introduces stricter penalties for landlords who violate these provisions. In addition to a monetary penalty of up to $500 for each offense, the courts are granted the authority to void a registration certificate in cases of multiple or ongoing violations. The bill is set to take effect immediately, with the training requirements commencing six months after enactment.
