This bill amends R.S.39:3-49 to impose restrictions on the brightness of motor vehicle headlamps, establishing a maximum brightness limit of 2,513 lumens for each headlamp. The Chief Administrator of the New Jersey Motor Vehicle Commission is prohibited from issuing a registration certificate for any motor vehicle if its headlamps exceed this brightness threshold. The bill specifies that this regulation will not apply to motor vehicles that were registered in New Jersey prior to the bill's enactment or to vehicles available for sale at dealerships in the state at that time.
Additionally, the bill modifies existing language regarding the required number of headlamps for different types of vehicles. It clarifies that all motor vehicles, except for motor-drawn vehicles, must be equipped with at least two approved headlamps, while motorcycles must have at least one and no more than two approved headlamps. Furthermore, motorcycles with sidecars or attachments must have a lamp capable of displaying white light at the front of the attachment. The act is set to take effect on the first day of the seventh month following its enactment, although the Chief Administrator may take necessary anticipatory actions for its implementation.
