This bill mandates that developers of new residential construction, for which a construction permit application has not been completed before the bill's effective date, must install raceways that facilitate broadband cable deployment. Specifically, the raceways must be four inches in size and designed to accommodate at least two broadband providers, ensuring non-discriminatory access. Developers are also permitted to enter agreements to lease or purchase preexisting raceways, but such agreements cannot grant exclusive control that would hinder access for multiple broadband providers.
