This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to create and issue special Borinqueneers license plates to honor the 65th Infantry Regiment of the United States Army, known as the Borinqueneers. The license plates will feature the words "The Borinqueneers" along with a pictorial representation of the regiment. An application fee of $50 and an annual renewal fee of $10 will be required, with the additional fees being deposited into a newly established Borinqueneers License Plate Fund. This fund will support programs benefiting veterans of the United States Army, with the chief administrator required to certify the average cost of producing the plates annually. If the average cost exceeds the application fee for two consecutive years, the program may be discontinued.
The bill stipulates that state or public funds cannot be used for the initial costs associated with the Borinqueneers license plate program. Instead, a designated individual or entity from the Department of Veterans Affairs must contribute up to $25,000 to cover these initial expenses. The commission will not begin the program until it receives this funding and at least 500 completed applications for the plates. The provisions of the bill will not take effect until 13 months after the necessary conditions are met, and it will expire if these conditions are not satisfied within 12 months following enactment.
