This bill authorizes the New Jersey Motor Vehicle Commission (MVC) to create commemorative Juneteenth license plates for motor vehicles registered in the state. The initial application fee for these plates is set at $50, with an annual renewal fee of $10, in addition to standard registration fees. The funds collected from this program will be deposited into a special Juneteenth License Plate Fund, which will be appropriated annually to the New Jersey Historical Commission for the purpose of commemorating and celebrating Juneteenth. The design and color scheme of the plates will be selected by the chief administrator of the MVC in consultation with the New Jersey Historical Commission.
Importantly, the bill stipulates that state or public funds cannot be used for the initial costs associated with the program, including design and production. Instead, non-public funds must be raised to cover these costs, with a maximum contribution of $25,000 from designated individuals or entities. Additionally, the MVC cannot begin the program until it receives at least 500 completed applications for the plates, along with the necessary fees. The bill will take effect immediately but will remain inoperative until the specified conditions are met, and it will expire if these conditions are not satisfied within a year of enactment.
