This bill establishes a brain injury screening and education program within the New Jersey Department of Children and Families (DCF) aimed at identifying children and young adults aged five to 21 who have experienced brain injuries and are involved or at risk of involvement with the State's mental health or juvenile justice systems. The program's objectives include raising awareness and providing education to various stakeholders, such as parents, educators, judges, and healthcare providers, about brain injuries and the available treatment services and rehabilitative programs tailored to the needs of affected individuals.

To implement the program, the Commissioner of DCF, in consultation with the New Jersey Traumatic Brain Injury Advisory Council, will utilize a validated screening tool and structured interviews to assess prior brain injury histories. The program will also include training for professionals to enhance their understanding of brain injuries, outreach strategies to disseminate information, and guidelines for detailed assessments following positive screenings. Additionally, the Commissioner is tasked with seeking grants to support the program and will report annually to the Governor and Legislature on its activities and effectiveness.
