This bill mandates the Commissioner of Health to create and disseminate evidence-based clinical guidelines for effective pain management in outpatient gynecological procedures within 180 days of enactment. The guidelines will cover procedures such as cervical biopsies, intrauterine device insertions, endometrial biopsies, and hysteroscopies, and will include recommendations for local anesthesia, analgesics, and other appropriate pain relief measures.

To assist in the development of these guidelines, the Commissioner is required to establish an advisory committee consisting of healthcare providers, members of the American College of Obstetricians and Gynecologists, and representatives from patient advocacy groups. This committee will provide input on the guidelines and monitor their effectiveness post-implementation. The Commissioner will also meet annually with the committee to evaluate and update the guidelines as necessary. The bill will take effect 30 days after enactment, although the Commissioner may take preliminary administrative actions beforehand.
