This bill establishes an all-payer claims database under the oversight of the New Jersey Department of Health (DOH). The database will collect, assess, and report various types of health-related claims, including medical, prescription drug, dental, and vision claims, as well as information about health care providers and non-claims payments. The DOH is tasked with ensuring the secure collection and storage of data, conducting audits for accuracy, and publishing relevant data on a public dashboard. Reporting entities, which include carriers and licensed health care providers, are required to submit data in a prescribed format, while self-insured health benefits plans may voluntarily report data as permitted by federal law.

Additionally, the bill mandates that the DOH utilize the database to provide covered persons with information regarding the cost and quality of health care services, enabling them to make informed health care decisions. To facilitate tracking of health care usage over time, data submitted will include a unique longitudinal identifier for each covered person. The Commissioner of Health is authorized to impose civil penalties on reporting entities that fail to comply with reporting requirements, with fines not exceeding $1,000 per day for ongoing violations. The bill is set to take effect thirteen months after its enactment.
