This bill mandates that the Port Authority of New York and New Jersey provide lactation rooms at airports it operates, specifically targeting those with 1,000,000 or more enplanements annually. Each airport passenger terminal must have a designated room or location behind the security screening area for the public to express breast milk in private. These rooms must include at least a chair and an electrical outlet, and they must be situated outside of public restrooms. For airports with fewer than 1,000,000 but more than 10,000 enplanements, lactation rooms are required only upon the completion of new terminal construction or significant renovations, and these must include a chair, a sink, and an electrical outlet.

The bill also defines "renovation of an existing passenger terminal" as the repurposing of more than 25 percent of the terminal's space. The act will take effect only if New York State enacts similar legislation, ensuring that the provisions are consistent across both states. If New York has already passed such legislation, the bill will take effect immediately, with any unrelated provisions in New York's legislation not affecting its identical nature.
