This bill aims to prohibit the harassment or taking of certain wildlife, referred to as "covered wildlife," during competitive events, with the exception of authorized field trials or field days. Covered wildlife includes species such as bobcats, coyotes, and raccoons. The legislation makes it unlawful for individuals to organize, sponsor, promote, conduct, or participate in any competitive event where participants engage in such activities against covered wildlife. Violators of this law would be classified as guilty of a disorderly persons offense, facing penalties that include a five-year suspension of any licenses or permits issued by the Division of Fish and Wildlife, as well as the suspension of all privileges to take or possess wildlife.
Additionally, the bill mandates that any covered wildlife injured during a competitive event must be taken to a licensed wildlife rehabilitator or veterinarian for treatment, or euthanized if necessary. The Division of Fish and Wildlife is granted the authority to forfeit the remains of any covered wildlife killed or euthanized in violation of this law, with those remains becoming the property of the division. Enforcement of the bill's provisions is designated to municipal police officers, the State Police, and law enforcement officers within the Division of Fish and Wildlife and the Division of Parks and Forestry.
