This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to issue special parking placards to immediate family members of individuals with dementia. The placards allow these family members to park in designated areas while providing health or personal care services to the person with dementia. Specifically, the bill outlines that placard holders can park in municipal resident areas, municipal and college parking lots, overnight in restricted areas, and in spaces reserved for persons with disabilities at medical facilities and retail locations. The placards are valid for two years and can be renewed, with associated fees of up to $50 for application and $20 for renewal.
Additionally, the bill establishes penalties for misuse of the placards, including fines for using the placard for purposes other than providing care, and for submitting false information on applications. Each placard is nontransferable and will be revoked if misused. The Chief Administrator is also required to notify the Attorney General and law enforcement agencies regarding the issuance of these placards. The bill aims to facilitate easier access to parking for family members caring for individuals with dementia while ensuring accountability and preventing abuse of the system.
