This bill mandates that each county college in New Jersey must notify graduating high school students of their acceptance into the college. Starting with the graduating class of the academic year following the enactment of the bill, county colleges are required to send a letter of acceptance to every graduating student in grade 12 who is a resident of the county and enrolled in a public or nonpublic school. The notification must be sent by December 1 and should include details on how to accept the offer, register for classes, apply for financial aid, and access student support services. If the student has completed a financial aid application, the notification must also provide preliminary financial aid information, as available.

Additionally, the bill clarifies that acceptance does not guarantee admission to specific majors or programs and requires the New Jersey Council of County Colleges, in collaboration with the Commissioner of Education, to create guidelines for identifying and notifying eligible students. The bill also stipulates that any shared data must be limited to student contact information and comply with privacy laws. Furthermore, the New Jersey Council of County Colleges is tasked with submitting an annual report to the Governor and Legislature detailing the implementation of these acceptance letters, including statistics on the number of students offered admission and an assessment of the program's effectiveness.
