Additionally, it requires upgrades to the heating, ventilation, and air conditioning systems in both facilities to meet infection control standards. The Commissioner of the Department of Veterans Affairs is granted discretion to implement further modifications, such as negative pressure ventilation, to enhance infectious disease control measures.

To support these initiatives, the bill appropriates necessary funds from the General Fund, subject to approval by the Director of the Division of Budget and Accounting, should federal funds prove insufficient.
