This bill establishes the Senior Snow Removal Grant Program Fund within the Department of Community Affairs, aimed at incentivizing municipalities to create local snow removal programs for seniors. The fund will provide grants of up to $100,000 to municipalities for the removal of snow and ice from the entrance ways, driveways, and sidewalks of residential properties occupied by individuals aged 62 or older, whose household income does not exceed 65 percent of the area median income. The bill also specifies that state grant money will not be available to seniors living in rental units or certain community-managed properties where snow removal is already provided by the landlord or governing entity.
To support this initiative, the bill appropriates $2 million from the General Fund to the Senior Snow Removal Grant Program Fund. Additionally, it mandates the Commissioner of Community Affairs to adopt necessary rules and regulations to implement the program effectively. The bill is set to take effect immediately upon passage.
