This bill mandates that all battlefield cross memorials in New Jersey, both existing and future, must include replicas of a vertical rifle, helmet, boots, and dog tags in their traditional memorial configuration. This requirement is rooted in the historical significance of battlefield crosses, which date back to the Civil War and have evolved to symbolize honor and respect for fallen soldiers since the Gulf War in 1991. The bill emphasizes the importance of maintaining this updated configuration to continue honoring the sacrifices of soldiers.
Additionally, the bill allows the Commissioner of the Department of Veterans Affairs, or any state agency managing a historical battlefield, to apply for and accept grants from various sources, including federal agencies and private organizations, to support the development and implementation of these memorial replicas. The funds received will be appropriated and managed according to the established guidelines. The act is set to take effect 90 days after its enactment.
