The study will cover various aspects, including energy consumption, water usage, effects on the electric grid, air quality, noise pollution, land usage, potential environmental degradation, public health impacts, and fiscal implications such as increased utility rates. Additionally, the BPU is required to evaluate the energy efficiency of data centers and provide recommendations for legislative action or regulations to mitigate any adverse impacts.

To ensure a thorough examination, the BPU must solicit input from stakeholders and hold at least one public hearing. The findings of this study will be compiled into a report that will be submitted to both the Governor and the Legislature, thereby informing future policy decisions regarding data center development in the state.
