This bill amends R.S.39:3-33 to authorize the issuance of vertical motorcycle license plates by the Chief Administrator of the New Jersey Motor Vehicle Commission. The new vertical plates will contain identification marks arranged in a vertical alignment and must be displayed exclusively in a vertical position. The bill also stipulates that if a motorcycle has a registration plate with identification marks arranged horizontally, it must be displayed in that horizontal position. An application fee of $20 is required for these vertical plates, in addition to the standard motorcycle registration fees.

Furthermore, the Chief Administrator is tasked with annually certifying the average cost of producing and issuing these vertical plates and must publicize their availability on the commission's website to inform eligible motorists. The bill includes provisions for compliance with existing registration laws and outlines the penalties for violations related to registration plate display. The act will take effect immediately but will remain inoperative until the first day of the 12th month following its enactment, allowing for necessary preparations for implementation.
