This bill revises the application process for the State Supplemental Nutrition Assistance Program (SNAP) by requiring the Division of Family Development in the Department of Human Services to create a notice for applicants. This notice will inform applicants about eligibility and verification requirements, as well as the responsibilities of county SNAP agencies in assisting with the application process. The notice must be written at a fourth-grade reading level in English and translated into the top seven most common non-English languages in the state, along with any additional languages deemed necessary by the Commissioner of Human Services.

Furthermore, the bill allows SNAP applicants to self-attest to various factors during the certification or recertification process, including dependent care expenses, household composition, financial resources, shelter expenses, and citizenship status. While immigration status must be verified according to federal regulations, additional verification of self-attested information will only be required if the information is considered questionable. In such cases, the applicant will receive a written notice explaining the concerns and providing examples of acceptable documentation for verification. The bill also mandates the Assistant Commissioner of the Division of Family Development to establish rules and regulations to implement these changes.
