This bill establishes a grant program within the Department of Community Affairs (DCA) aimed at facilitating the installation of evidence-based suicide deterrents, such as suicide prevention nets and barriers, at designated "covered locations." These locations include bridges, buildings, parking garages, and other structures identified as attracting a high number of individuals attempting suicide. Eligible entities can apply for grants to support the installation of these deterrents, and the application process requires detailed information, including the estimated costs and any history of suicides at the proposed location. The Commissioner of Community Affairs is tasked with prioritizing projects in areas with high suicide rates and ensuring that grant recipients provide data to evaluate the effectiveness of the installed deterrents.

Additionally, the bill mandates that the DCA conduct a study within one year of enactment to identify structures that attract suicide attempts, effective deterrent types, and the costs associated with these measures. A report summarizing the study's findings will be made publicly available on the DCA's website. The bill also includes a provision for the Commissioner to adopt necessary rules and regulations to implement its provisions and appropriates $10 million from the General Fund to support the program.
